How to wake up dongle on time periods?

Hello,
my needs is to scan Bluetooth on periods, even car is parked.
Dongle appears to be sleeping when car not moves.
How will I wake up dongle on time intervals to do some job?

In order to wake up the device remotely, you have to have it in the correct power saving mode and send an SMS text to it.
