My 3rd generation TMU works mostly. However we find that across a full day of usage, it will be unable to get satellite at some times. Our use requires location fix at all times. I thought the cell location should be used as fall back to get the location if the satellite fix is not happening. Or am I wrong? OR is this to be done manually or programatically?

The tracking logger only uses GNSS data(GPS). At the time being, cell tower location is not used as a fallback in the tracking logger.
But it is possible to get cell location with the command:
